Ignoring the proper process to make a quick sale doesn’t just put the dealer at risk—it could also put the customer at risk of becoming a felon.

📢 ATF PROPOSED RULE UPDATE

ATF has proposed changes to fingerprint and photograph requirements for fi****ms applications, including NFA applications. This is only a proposal and is NOT currently in effect.

If finalized as written:

• Individual NFA applicants would submit one fingerprint set.
• NFA trust and legal-entity responsible persons would submit fingerprints only if requested by ATF.
• Applicants could submit a clear copy of a valid photo ID instead of a traditional 2″ × 2″ photograph.

Background checks, application approvals, and Form 23 requirements would remain in place. Continue following all current ATF procedures unless a final rule takes effect.

Comments must be submitted by October 5, 2026.
