Titanium Healthcare CEO Gray Miller’s latest op-ed posted this week in California Health Report and focuses on how California can stabilize and strengthen Medi-Cal for the long term in the face of major disruptions.
In the piece, Gray outlines why making the MCO tax permanent and purpose-built under Prop 35 is the missing piece to protect access, support safety‑net providers, and keep coverage affordable for millions of Californians. He also highlights the risks of diverting these funds away from health care and the urgent need to align state budget choices with the voter‑approved intent of Prop 35.
At Titanium Healthcare, we see every day how stable Medi-Cal financing translates into real-world access for patients with complex needs. From enhanced care management (ECM) to targeted provider rate increases that keep critical clinics and hospitals open.
This op-ed is our call to policymakers to finish the job voters started in 2024 and ensure the MCO tax revenue is used the way it was designed: to strengthen Medi-Cal, not backfill the General Fund.
