Tom Doherty was already awake and ready for today's Dream Fight when his caregiver came to his room to remind him. "I remembered, I've been ready!" Tom laughed. Pennsylvania’s 2026-27 state budget includes a historic win for nursing homes, establishing a guaranteed minimum Medicaid reimbursement level to boost financial stability.

Starting in 2027, an 86% floor on the Budget Adjustment Factor will provide providers with more certainty for staffing and operations.

This long-awaited change aims to help facilities better manage rising costs and workforce shortages as they continue caring for the state's aging population.
