We are proud to highlight the leadership of Representative Arvind Venkat, who has officially introduced House Bill 2543. This critical legislation serves as the House companion to Senate Bill 1316, introduced by Senator Judy Ward, in a bi-partisan effort to finally address the Medicaid pending delays that have strained Pennsylvania providers for far too long.

Representative Venkat’s bill seeks to stabilize the financial viability of facilities caring for our most vulnerable citizens by creating reasonable processing timelines for the Department of Human Services and County Assistance Offices. By establishing these standards, the legislation will allow providers to access a portion of their reimbursement sooner during excessive delays and grant them the ability to request status updates on pending applications.

We commend Representative Venkat for his dedication to ensuring long-term care facilities can prioritize their mission of delivering life-sustaining care.

The House Republican Policy Committee held a hearing at Glen Brook Rehabilitation and Healthcare Center in Berwick, PA, to receive testimony regarding the Budget Adjustment Factor (BAF) and its impact on skilled nursing facilities. The hearing featured expert testimony from:

Angela Zaydon of PHCA
Charles Schlauch of Glen Brook
Zach Shamberg of Saber Healthcare Group

The testimony focused on the critical need to establish a 0.9 floor for the BAF to provide financial stability and ensure continued access to care for Pennsylvania's most vulnerable residents. Originally implemented in FY 2005-06 to control cost growth, the BAF has become a tool that unpredictably reduces funding; for instance, the current BAF of 0.80 results in a 20% cut to calculated rates. With the current BAF set to expire on Jun 30, 2026, advocacy efforts are intensifying to secure a floor that would infuse an estimated $256 million in state dollars into the long-term care system for FY 2026-27.
