The proposed “Rule of 2” under HR 2804, the Protecting Small Business Competitions Act of 2025, could have a major impact on the AbilityOne Program and the more than 40,000 people with disabilities it supports through employment opportunities.

While small businesses already receive priority consideration under existing FAR regulations, this bill would codify the “Rule of 2” into law — potentially making it even harder for AbilityOne agencies to compete for new federal contracts and sustain meaningful jobs for individuals with disabilities.

We encourage our community, partners, and advocates to reach out to your members of Congress and share how important the AbilityOne Program is to creating inclusive employment opportunities and strengthening independence for people with disabilities.
