The federal workforce has experienced historic turbulence. Between January and November 2025, the federal government recorded over 335,000 separations — a 67% increase — with RIFs jumping from 46 in all of FY2024 to over 10,700 in 2025 alone.

If you've been injured on the job and you're worried about what workforce reductions, agency restructuring, or your employment status means for your OWCP claim — here's the truth:

✅ Your OWCP claim does NOT end if you are laid off, RIF'd, or separated.
OWCP is administered by the U.S. Department of Labor — not your agency. Your benefits continue regardless of your employment status.

✅ If you were injured before a RIF, your claim is still valid.
The injury happened while you were a federal employee performing your duties. That fact doesn't change because your position was eliminated.

✅ You can still file an OWCP claim after separation in many cases.

This is the question that stops thousands of federal employees from filing claims they would absolutely win.

The answer is NO — a pre-existing condition does NOT automatically disqualify you.

Here's the rule most people don't know:

🔵 The FECA Aggravation Rule:
If your federal job aggravated, accelerated, or worsened a pre-existing condition — that aggravation is compensable under FECA. You don't need a brand new injury. You need to show that your work made it worse.

A bad back from years ago that your lifting duties turned into a herniated disc? Covered.
Pre-existing hearing loss that working around heavy machinery worsened? Covered.
Old knee problems that a fall at work aggravated into a surgery? Covered.

⚠️ Where most people fail:
The key phrase that must appear in your medical records is that your condition is "causally related to your federal employment." Your doctor needs to explain not just what's wrong, but how your job caused or aggravated the condition.
