Ukrainian veteran Ruslan Topchan (23) has transformed his war experience into advocacy for veterans with disabilities.

After being wounded in combat in 2022 and becoming a double amputee, Ruslan began supporting fellow veterans and advocating for more inclusive services and policies in Ukraine.

Through our Rehab4U project, Ruslan helped establish – and now leads - the Veterans Council, giving veterans with disabilities a stronger voice in national decision-making.

Today, Ruslan works to advance veterans’ rights, inform legislation and policy, strengthen representation across Ukraine, and build partnerships with civil society and international organizations. His work is improving inclusion and opportunities for veterans with disabilities and their communities across Ukraine.

📣New project in Ukraine: We're proud to announce a new initiative to help people rebuild their lives and independence by addressing the physical, psychological, and social impacts of the war.

Over the next year, we'll work with our partners to strengthen healthcare and rehabilitation services across Eastern and Northeastern Ukraine by improving accessibility, providing equipment and technical support, and training healthcare professionals. We will also expand access to rehabilitation, assistive products, psychosocial support, and other essential community-based services for people with disabilities and other vulnerable groups.

Together, we're helping build more inclusive communities where people can recover, regain independence, and exercise their rights with dignity and safety.

This project is funded by the EU Civil Protection & Humanitarian Aid led by Chrisitan Blind Mission and implemented by Momentum Wheels for Humanity and the National Assembly of People with Disabilities of Ukraine.
