Policy changes aren't just words on paper—they are life-changing moments for families.
Candace was supporting a young, first-time mother recovering from an emergency C-section. In the past, the "standard" one-hour visit was barely enough to check in, let alone ensure the mother ate, showered, or bonded with her baby. Candace often stayed for hours regardless—driven by the outcome, not the income—but the administrative constraints weighed heavily.
Illinois’ Department of Healthcare and Family Services (HFS) ensured that the legislation and fee schedule would allow for flexibility in the number of perinatal education sessions.
With these provisions in place, Candace says the dynamic shifted from "duty" to "delight." Where she previously felt rushed and limited in her ability to manage the limited sessions, the ability to increase reimbursable time with mamas now allows her to prioritize her clients' needs without compromising her own. She could support her client through prolonged recovery.
