Dr. Moni Becerra, Population Health & Administration Chair, and Dr. Glenn Turner, Adjunct Instructor in the Population Health & Administration Department, have published a new study in the Journal of Human Trafficking that identifies a significant systemic limitation within the U.S. federal legal system, which frequently criminalizes survivors of human trafficking for unlawful acts they were forced to commit.

The research reveals that the federal duress defense is overly restrictive because it requires proof of immediate physical harm, effectively ignoring the systemic psychological coercion, debt bo***ge, and constant fear utilized by traffickers.

This strict standard creates an implementation gap and a clear policy misalignment with international human rights agreements, such as the Palermo Protocol, which champions a non-punishment principle for exploitation victims.

To bridge this gap, the authors outline critical avenues for legislative and policy reform, including shifting to a causation-based legal model, enacting trafficking-specific affirmative defenses, and establishing formal prosecutorial discretion guidelines.

Dr. Sarah Haag, PT, DPT, Assistant Professor in the Physical Therapy Department, along with Illinois Physical Therapy Association Federal Advocacy Liaison Dr. Kyle Mundhenke, PT, DPT, traveled to Washington, D.C., for the American Physical Therapy Association Capitol Hill Day on April 21.

They met with lawmakers from Illinois to improve payment for Physical Therapy services, advocate for PTs to be added to the National Health Service Corp. Loan Repayment Program, and encourage them to oppose the Department of Education Student Loan Rule that is set to negatively impact so many of our programs at RFU.

It was an exhausting and educational experience, logging over 19000 steps, learning a lot about talking to legislative staffers, and feeling hopeful that things can get better.
