Arizona has a long history of supporting community birth and Certified Professional Midwives (CPMs). For decades, CPMs have served families seeking personalized, evidence-based care outside of the hospital setting. Arizona became one of the earlier states to formally recognize and regulate direct-entry midwives — helping create pathways for safe, accountable community birth care.

Families deserve continued access to qualified midwives who are trained, certified, and deeply connected to their communities.

I am a small business owner and a midwife. I have built my practice around serving families with care, integrity, and responsibility. Like many small healthcare providers, I operate with limited resources but a deep commitment to my patients.

Restrictions on access to essential medications don’t just impact care—they impact the sustainability of practices like mine.

HB2251 allows midwives to provide more complete care, reducing unnecessary transfers and helping keep care accessible and community-based. Supporting this bill supports small, local healthcare providers across Arizona.

Dear Governor Hobbs,

I am a first responder. I have been called into situations where every second matters. In those moments, the goal is simple: stabilize and act quickly to protect life.

When trained providers are already on scene, equipped with the right tools, outcomes can be better—and faster. HB2251 would allow midwives to act immediately in critical situations, rather than waiting for emergency services to arrive.

This strengthens our relationship and helps the community. Please consider how this bill could support better outcomes in urgent situations.

I am a young woman still deciding what I want my future to look like. Maybe I will become a midwife. Maybe I won’t. But I want to know that if I choose that path, I will be supported. I want to know that the state I live in values maternal care enough to ensure providers have access to life-saving medications. HB2251 represents more than current practice—it represents the future of care in Arizona.Please consider what message this decision sends to the next generation of providers.

An Open Letter to Governor Hobbs,

Dear Governor Hobbs,

I am a father whose family chose midwifery care.

We made that choice because we trusted our provider. She was knowledgeable, capable, and fully prepared—except for the limitations placed on her.

If an emergency required a medication like Pitocin, our only option would have been an ambulance ride and a hospital bill—costing far more than the medication itself.

That doesn’t make sense to me as a father, or as someone who has to provide for my family.

HB2251 is not just about safety—it’s also about practical, cost-effective care.

Please don’t let this be vetoed over cost, when the alternative may cost families even more.

Dear Governor Hobbs,

I am a practicing midwife in rural Arizona.

The nearest hospital is not minutes away—it is sometimes an hour or more. In my line of work, distance matters.

My patients rely on me for safety. When complications arise, I need to be able to act immediately—not wait, not transfer, not hope we make it in time.

HB2251 would allow midwives like me to carry and administer medications that can save lives in critical moments.

This is not theoretical. This is real everyday life.

Please consider what access looks like outside of city limits. Our patients deserve the same level of care, no matter their zip code.
