If you have been told the word waiver and handed a packet, here is what the TBI program actually tries to buy: time with a person who helps rebuild routines, a coordinator who keeps the plan from falling apart, counseling around getting back into community life, and home supports so the household can function. What ends up in any individual plan comes out of an assessment, so we cannot tell you in advance what will be approved. Most people picture a car accident. In practice the brain injuries we see came from a fall off a ladder, a stroke complication, a bike hit by a turning cab, an assault. New York's TBI waiver is generally built for adults with a traumatic brain injury who would otherwise need nursing home level care and who meet the state's Medicaid criteria. The state makes that determination, not us.
