Howard brings a strong commitment to professional bail, a passion for serving his fellow agents, and a dedication to protecting and strengthening the future of Florida’s bail industry.

As a Board Member, Howard will work alongside FBAA leadership to advocate for Florida’s licensed professional bail agents, support responsible legislation, promote high professional standards, and help ensure our members have a strong voice throughout the State of Florida.

We’re proud to announce that Bail America owner Doug Moore has been elected to the Board of Directors of the Florida Bail Agents Association (FBAA).
Doug also continues to serve as Chairman of the FBAA Membership Committee, working to strengthen the bail bond profession and help agents better serve Florida families.
The FBAA’s 2026 Summer General Membership Meeting brought together leaders from across the bail and law enforcement communities, including Florida Chief Financial Officer Blaise Ingoglia, Pasco County Sheriff Chris Nocco, Julie Henderson, President of the North Carolina Bail Agents Association, and former FBAA President Bryan Tunnell.
The meeting also highlighted the Beyond Bars Project, an initiative connecting defendants with substance abuse and mental health treatment resources while they are out on bail.
For Doug and the Bail America team, it’s about more than getting someone out of jail. It’s about helping families, supporting our communities, and giving people a chance at a better outcome.

Dear FBAA Members,

I want to take a moment to personally congratulate the members who were elected, re-elected, or appointed to leadership roles within the Florida Bail Agents Association.

I am proud to announce our leadership team for the upcoming term.

We are also pleased to welcome our newly elected Board members, Howard King and Doug Moore.

I am especially pleased that Scott Turner has been reappointed to continue serving as both a member of the Board of Directors and the FBAA Treasurer. Scott has done an outstanding job managing our Association's financial responsibilities, and his knowledge and attention to detail are tremendous assets to the FBAA.

I also want to recognize Mike Harrison as Past President. Mike's leadership and dedication to the Association have been invaluable, and I am grateful that we will continue to benefit from his experience and expertise.

I congratulate Mia Spath-Hodgson on her unanimous re-election to another term as Vice President and Nicole Walker on her unanimous re-election as Secretary. Both have demonstrated their commitment to the FBAA and our profession, and I look forward to working closely with them in the coming term.

As we begin this new term, we have a great deal of work ahead. The challenges facing our profession are real, and protecting the future of the bail bond profession in Florida will require strong leadership, unity, and a willingness to work together.
Our Association is at its strongest when we set aside individual interests and focus on what is best for our members, our profession, and the future of bail in Florida. I am confident this leadership team will do exactly that.

I also want to thank all of our members who participated in the election process. Your involvement is what makes this Association strong.

To our entire leadership team and Board of Directors—thank you for your willingness to serve. I am proud to work alongside each of you and look forward to what we can achieve together.

We have important work ahead of us, but I am confident that, by working together, we can continue to protect and strengthen Florida's bail profession.

🏆 A WELL-DESERVED HONOR FOR CARY CARLISLE 🏆
The Florida Bail Agents Association is proud to recognize Cary Carlisle of Pensacola as the 2026 FBAA Bail Agent of the Year.

There are awards that recognize an accomplishment, and then there are awards that recognize a career of service. This is the latter.

Cary has been a licensed bail agent in Florida since 1989. For more than 37 years, he has not only built a successful career in our profession but also devoted an extraordinary amount of his time and energy to strengthening it.

His commitment to the FBAA is reflected in his service as a three-time President of the association.

He first served as President from 2000–2002. After more than two decades, he returned to lead the association from 2024–2026. In recognition of his continued leadership and dedication, Cary was recently unanimously elected to serve another term as President from 2026–2028.

Three terms as President. More than two decades of leadership. And more than 37 years as a Florida bail agent.
Those numbers tell a story—but they don't tell the whole story.

Cary has been there when the profession needed someone to step forward. He has spent countless hours on legislation, electronic bonding, education, professionalism, and the many issues affecting Florida's licensed bail agents.

He has worked with legislators, regulators, law enforcement, court officials, and fellow bail agents to ensure our profession has a voice.

In 2001, Cary was appointed to the Florida Department of Insurance Blue-Ribbon Panel on Bail, bringing the experience and perspective of Florida's bail agents to the table during important discussions about the future of our profession.

But perhaps what means the most is the way Cary has continued to give back to the people who make up this profession.

He understands that the FBAA is more than an association. It is a family of professionals with a responsibility to stand together, support one another, and protect the future of our profession.

From Pensacola and Northwest Florida, Cary has spent his career making an impact far beyond his local community.

On behalf of the FBAA Board of Directors and the members of the FBAA:
