Eight years ago, in 2018, NEMTAC® became an ANSI-Accredited Standards Developer for the non-emergency medical transportation industry.

Since then, NEMTAC® standards have helped define how the industry approaches quality, documentation, workforce competency, and accountability — developed through a consensus process open to providers, brokers, health plans, and state agencies across the country.

Thank you to everyone who has been part of the first eight years. The work continues — and so does the conversation, at NEMTAC Transform™ 2026, August 16–19, 2026, in Orlando.

NEMTAC® Announces Emily Horton as Program Manager – Education

The Non-Emergency Medical Transportation Accreditation Commission® (NEMTAC®) is pleased to announce that Emily Horton will join the organization as Program Manager – Education effective June 1, 2026.

Emily brings extensive experience in Medicaid transportation program administration, education and training development, stakeholder engagement, and operational oversight through her work with the Washington State Health Care Authority and related programs.

Throughout her career, Emily has worked across multiple areas of Medicaid operations, including frontline customer support, staff training and education, program development, and statewide oversight of Washington's non-emergency medical transportation (NEMT) services program. Her background includes collaboration with providers, brokers, internal stakeholders, and public-sector leadership focused on improving access to healthcare transportation services and program quality.

In her new role with NEMTAC®, Emily will oversee and support the continued development, administration, and expansion of NEMTAC’s education programs and related initiatives nationwide. She will work closely with NEMTAC leadership, instructors, committees, and industry stakeholders as the organization continues to expand its education and workforce development initiatives across the NEMT industry.

“Emily brings a strong combination of operational experience, education program development, and Medicaid transportation knowledge that aligns well with the continued growth of NEMTAC’s education initiatives,” said Peter J. Hicks, Executive Director of NEMTAC®. “We are excited to welcome her to the organization and look forward to the contributions she will make to the industry.”

Emily will officially begin with NEMTAC® on June 1, 2026.

One of the bigger questions coming out of the NEMTAC® National NEMT Rate & Cost Structure Survey may not just be reimbursement levels.

It may be long-term positioning.

If a transportation model is built only around moving an ambulatory passenger from point A to point B, providers will likely continue facing increasing pressure from:
• TNC-based transportation
• Advanced routing technology
• Autonomous vehicle development
• New mobility platforms

That raises an important question for the industry:

What services can NEMT providers deliver that technology and commodity transportation models cannot easily replace?

Many providers are already evolving toward:
• Assisted transportation services
• Door-through-door support
• Wheelchair and stretcher transportation
• VA transportation partnerships
• Low-acuity healthcare transportation partnerships
• Mobility support services requiring trained personnel
• Higher-accountability transportation models

The survey findings also highlighted substantial variation in:
• Levels of Service
• operational exposure
• transportation activities
• trip complexity
• wait-time exposure
• rural operational challenges

Not all transportation services involve the same operational complexity, training, passenger support requirements, or risk exposure.

NEMTAC® has released the Final Phase 2 Report for the 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗡𝗘𝗠𝗧 𝗥𝗮𝘁𝗲 & 𝗖𝗼𝘀𝘁 𝗦𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 𝗦𝘂𝗿𝘃𝗲𝘆.

The survey included responses across:
• Urban, suburban, rural, and frontier markets
• Ambulatory, wheelchair, and stretcher transportation
• Multiple Levels of Service (LOS)
• Multiple operational and payer environments

Several themes appeared consistently throughout the findings, including:
• wait-time exposure
• deadhead mileage exposure
• cancellation and no-show exposure
• LOS differentiation variability
• transportation mode variation
• rural operational challenges
• long-term sustainability concerns

The findings also highlighted substantial variation in:
• transportation activities
• operational complexity
• reimbursement structures
• trip viability experiences
• sustainability perceptions

One of the broader questions raised by the report is whether the industry has fully differentiated the operational realities between different transportation activities and Levels of Service.

As healthcare transportation, mobility technology, and transportation models continue evolving, these discussions may become increasingly important for the future of NEMT.
