Delivering quality care to our most vulnerable populations is the benchmark of a successful Medicaid program. For high-risk groups, such as foster youth and child welfare-involved families, navigating the healthcare system can be incredibly complex. This is where the care coordination provided by Medicaid managed care organizations (MCOs) proves invaluable.

Compelling data from HMA’s Medi-Cal analysis of welfare-involved children in Los Angeles County illustrates the difference a coordinated managed care model makes compared to traditional Fee-For-Service (FFS):

🔹 Early Childhood Check-ups: Children ages 0-5 enrolled in MCOs were nearly twice as likely to receive a well-child visit (63%) compared to those in FFS (34%).

🔹 Dental Care Access: MCO-enrolled children were also more likely to receive essential preventative dental exams (39% vs. 32%).

When we discuss supporting at-risk youth, care coordination is the critical mechanism that bridges the gap between having coverage and actually receiving care. MHPA member plans are dedicated to supporting these children and guiding them toward healthier futures.

As we observe National Wellness Month, it is essential to recognize that long-term health requires consistency. True wellness is not episodic; it is built on proactive, continuous care.

In our latest video, we highlight a critical structural issue in Medicaid: churn. When eligible members lose and subsequently regain coverage, it creates a dual burden. It strains state budgets with unnecessary administrative costs and, more importantly, it disrupts the care coordination that vulnerable populations rely on.

As we recognize National Wellness Month this August, it is the perfect time for those of us in the Medicaid space to look closely at the structural drivers of whole-person health. At MHPA, we know that improving community wellness requires more than just coverage—it requires active care coordination.

The data consistently demonstrates that Medicaid Managed Care Organizations (MCOs) are highly effective at connecting members to the preventive services they need. Recent analysis by Health Management Associates (HMA) of CMS Core Sets data shows that MCO states outperform Fee-For-Service (FFS) states in driving pediatric and adolescent wellness:

📊 Well-Care Visits (Ages 3-6): MCO states outperformed FFS states 66% to 58%.
📊 Adolescent Well-Care (Ages 12-21): MCO states led 46% to 39%.
📊 Adolescent Tdap Completion: MCO states achieved a 69% completion rate compared to 51% in FFS states.
