[NEW Blog] Who Pays the Bills?

How does the State of North Carolina pay for everything it does?

81% of all revenue collected by North Carolina's state government comes from personal income and sales taxes. Yet the source of that revenue is overwhelmingly the state's metro areas - in particular, Wake and Mecklenburg.

Not only do Mecklenburg and Wake generate a highly disproportionate share of all tax revenue in North Carolina, but they also heavily subsidize most other counties in the state.

Over the last 15 years, the rural economy in North Carolina has stagnated and declined. Most rural counties have seen their local economy shrink in that time, while that of metro counties has grown rapidly.

What that means is that the State of North Carolina is more heavily dependent on tax revenue from those metro counties today than ever before. As long as the economy is good, that's fine. But it puts the state in a precarious spot for the next recession on the horizon.

Martin County Manager Drew Batts’ plan to make sure every county in the state has on-duty Paramedics may be easier than it sounds.

Batts only has to bring Paramedics to Martin County to accomplish the task. Martin is the only county in the state without on staff Paramedics. Batts has been focused on changing that and has the support of county staff.

At a March commissioners budget work session, Batts presented a plan that would bring Paramedic service to the county. The need for the service became paramount to residents when Martin General Hospital closed in 2023. According to many residents, the lack of hospital and paramedic services has been life threatening on more than one occasion.

During the presentation, Batts explained the county’s EMS budget is $1,399,990 and his proposal would direct $525,000 of the budget towards Paramedic salaries. At the time, Batts explained he was considering approaching Golden Leaf Foundation for additional funding to assist in closing the funding shortfall.

At last Thursday night’s Martin County Commissioners meeting, Batts announced Martin County would receive $361,500 from the Golden Leaf Foundation.

The Golden LEAF Foundation is a nonprofit organization established in 1999 to receive a portion of North Carolina’s funding received from the 1998 Master Settlement Agreement with cigarette manufacturers. For more than 25 years, Golden LEAF has worked to increase economic opportunity in North Carolina’s rural and tobacco-dependent communities through leadership in grant making, collaboration, innovation and stewardship as an independent and perpetual foundation.

“That $361,500 will go toward the purchase of paramedic emergency response vehicles and help us to create new paramedic positions that are central to establishing an emergency response system. That $361,500 will pay for the purchase of two QRB vehicles for the county, and for the up fitting of the vehicles. And for the most part, we’ll cover all the costs that we haven’t been able to cover getting vehicles on the road,” said Batts.

The project is still short of all necessary funding, but Batts has a plan as he continues the search for other funding options.

“We’re looking for a little over $400,000. I’ve got a grant application in with the Cannon Foundation, and they are going to help us cover some of the excess expenses that we’ll have in the paramedic program itself,” he said. “But this grant right here allows us to initiate that program and try to get it going. So we’re going to meet with Gold Leaf in about a week. Once we meet with them and we can start spending this money, we’re gonna be off to the races, I hope, to implementing paramedics in Martin County.

“I want to thank Angela Rayner. She came up one day and said, well, we ought to go t and see what they can do. So she initiated it and deserves a lot of credit,” Batts added.

He went on to also thank Martin County Deputy Emergency Management Director Michael Bryant who played an important role in gathering financial numbers and information for the grant. The Paramedic program is a work in progress and Batts is confident of its eventual implementation.

Martin County Manager Drew Batts’ final presentation of the FY 2026-2027 budget at the recent Martin County Commissioners meeting was met with accolades from the commissioners for a job well done.

The commissioners approved the packet unanimously after opening and closing the budget public hearing rapidly as no citizens chose to speak.

Batts announced there will be no tax rate increase for the upcoming year, as the rate will remain unchanged at $0.72 per $100 valuation.

Batts also explained there was an adjustment in the actual budget from the previous proposed budget presentation. One of the changes includes a $30,000 reduction in needed fund balance to balance the upcoming budget. Batts also reiterated there would be a three percent cost of living increase for county employees.

Martin County Commission Chair Joe Ayers explained he had never experienced a budget being completed so quickly and smoothly since he has been involved in the county.

“I want to thank Manager Batts, the entire staff and each of the directors who worked so hard to prepare this budget,” said Ayers. “We appreciate your hard work.”
