A MILESTONE FOR COMMUNITY-LED HIV PREVENTION IN ZAMBIA!

Friday 29th May 2026 marked a massive step forward in accountability and community ownership. The Treatment Advocacy and Literacy Campaign (TALC), UTH-HAP, CHAI, AVAC, UNZA, and NYU is proud to announce the successful launch and induction of the SCALE-IT ZambiaCommunity Advisory Board (CAB)!

This three-day foundational governance event in Chilanga officially launched an independent, 12-member oversight body that places communities exactly where they belong: at the center of project decision-making.

What is the SCALE-IT Project?

Running from 2026 to 2028 across 10 high-burden districts, this groundbreaking initiative—funded by Unitaid—aims to expand access to Lenacapavir (LEN), an innovative, long-acting HIV prevention injection administered just twice a year.

Why the CAB Matters to TALC & Our Communities:

A CAB induction isn't just standard training; it is the moment the board takes up its mandate. Aligned with Unitaid’s Strategic Framework on meaningful engagement, this independent body will:
✓ Provide rigorous oversight of project implementation.
✓ Amplify the voices of adolescent girls, young women, and key populations in formal governance.
✓ Review safeguarding frameworks and community protection measures.
✓ Ensure the accountability loop is closed—so community concerns are not just heard, but directly acted upon.

What Was Achieved During the 3-Day Induction?

Our 12 dedicated CAB members rolled up their sleeves and laid a rock-solid operational foundation:
� Chairperson & Vice-Chairperson successfully elected.
� Official Terms of Reference formally adopted and signed.
� Code of Conduct & Declaration of Interest Forms signed by all members.
� 2026 CAB Meeting Calendar and first-year work plan established.
� The first inaugural CAB meeting officially held!

This past week, TALC actively participated in two key national engagements focused on strengthening HIV prevention, community systems, and health outcomes in Zambia.

1️⃣ SCALE-IT Community Civil Society Engagement (CCSE) Workshop (18–19 March 2026 at Intercontinental Hotel)

TALC joined partners under the Unitaid-supported SCALE-IT initiative for a dynamic two-day workshop aimed at strengthening meaningful community engagement. The workshop brought together civil society organizations and community advocates representatives to co-create strategies that ensure inclusive, ethical, and impactful programming.

Key highlights included:

▪️Strengthening safeguarding principles and community engagement approaches
▪️Co-developing a Community Advisory Board (CAB) framework and Terms of Reference
▪️Sharing lived experiences to inform community-led programming
▪️Developing demand-generation strategies for long-acting HIV prevention (LEN)

2️⃣ National Condom Technical Working Group (NCTWG) Quarter One Meeting (20 March, Asmara Hotel)

TALC contributed to shaping Zambia’s HIV prevention roadmap alongside NAC, MoH, UNFPA, ZFE, ZCTU, universities, and other stakeholders.

▪️Reviewed the previous quarter’s progress and emphasized the need for a comprehensive national condom strategy (2026–2030).
▪️Discussed demand creation, supply chain challenges, and sustainable financing.
▪️Highlighted the importance of community engagement, especially among adolescents, young people, and people with disabilities.
▪️Workplace programming was emphasized by the Zambia Federation of Employers, while universities showcased peer-to-peer education reaching thousands of students.
▪️New innovations like Kiss condoms (DKT International) were introduced to improve access and affordability

The Treatment Advocacy and Literacy Campaign (TALC) warmly congratulates Hon. Dr. Alex Katakwe, Member of Parliament for Solwezi East, on his well-deserved appointment as Minister of Health by His Excellency President Hakainde Hichilema.

Hon. Dr. Katakwe’s appointment comes at a critical time for Zambia’s health sector, and we are confident that his leadership, expertise, and commitment to public service will greatly contribute to strengthening healthcare delivery across the country.

As an organization dedicated to promoting access to quality health services, community engagement, and health literacy, TALC looks forward to working closely with the Ministry of Health under his guidance to advance equitable and people-centered health systems.

TALC Weekly Roundup

This past week, the Treatment Advocacy and Literacy Campaign (TALC) continued strengthening community engagement, partnerships, and policy dialogue.

🔘Chawama Community Engagement

TALC and the UTH-HAP team held a successful spoke mapping meeting with the community at Chawama 1st Level Hospital in preparation for the LENNACAPAVIR SCALE-IT project.

🔘 Policy Roundtable Participation

TALC was honored to participate in a high-level policy roundtable discussion on Artificial Intelligence (AI), healthcare delivery, and data governance reform in Zambia hosted by the Southern African Institute for Policy and Research (SAIPAR).

🔘 CLM–Malaria Monitoring Visit

A combined team from CHAZ, DAPP, and TALC is currently conducting a monitoring visit for the CLM–Malaria project by CHAZ in Lukulu, Limulunga, and Senanga districts to strengthen community-led malaria monitoring and response.

TERMS OF REFERENCE FOR THE DEVELOPEMNT OF THE RESOURCE MOBILIZATION STRATEGY

1.0 Background

With support from the European Union through People In Need (PIN) and JCTR, Treatment Advocacy and Literacy Campaign (TALC) would like to engage a facilitator to support the development of the organization resource mobilization strategy.

2.0 Objectives of undertaking

2.1. To facilitate the development of the resource mobilization strategy through a participatory approach
2.2. To ensure TALC staff are capacity built in the development of resource mobilization strategies

3.0 Expected Deliverable

• Resource Mobilization Strategy

4.0 Required Education, Skills, Experience Education

• A Masters level university degree in public policy, social work, development studies, public health or any related field.
• 4 years of relevant work public health experience with both urban and rural communities in relation HIV prevention and treatment
• Experience in developing governance documents and resource mobilization and facilitation skills

8.0 Timelines

• Three (3) working days
