Last July 3, 2026, staff from the Baguio City Health Services Office spearheaded the AIDS Watch Council (AWAC) Meeting discussing key updates, address pertinent issues, and align strategies among stakeholders.

The multisectoral body, strengthened by the Baguio City STI and HIV/AIDS Control and Prevention Ordinance, was attended by different representatives of the Health Services Office, Baguio Association of Night Spots (BANS), partner Community-based Organizations, the Baguio City Police Office, the office of Councillor Joel Alangsab, and the Department of Health - Cordillera (DOH-CHD-CAR).

Among the key agenda items were the proposed updates and revisions for the STI and HIV/AIDS Control and Prevention Ordinance to better address the current needs of the community. Various proposals were discussed to further highlight the cityโ€™s commitment in making sexual and reproductive health services more available and accessible to all.

Through these collaborative efforts, the city government and its partners aim to build a safer, healthier, and more inclusive Baguio. Thank you to all our dedicated stakeholders and community partners for your unwavering support in shaping a healthier future for all.

Last June 30, 2026, The Philippine Statistics Authority โ€“ RSSO CAR, in collaboration with the Baguio City Reproductive Health and Wellness Center successfully held an HIV Lecture and Screening activity at the PSA Regional Office.

The event was held under the agencyโ€™s Gender and Development Program in celebration of the 2026 Kalayaan and Pride Month. The goal of the activity is to support initiatives that promote public health, inclusivity, and gender-responsive development.

The activity was kicked off by Dr. Virgilio Clement A. Bilalat, who served as a resource speaker for the Sexually Transmitted Infection 101 (STI 101). He highlighted the hallmark symptoms of common STIs and how preventive measures can be done by the public. Justin Andrei L. Chan, RMT served as the second resource speaker tackling points on Human Immunodeficiency Virus 101 (HIV 101). He expounded on common misconceptions regarding HIV and how different medications are now available to manage infection and even prevent transmission.

The activity was then closed by a free HIV screening available to all participants of the event. This further reaffirms Baguio Cityโ€™s commitment in making medical services more accessible to public while also highlighting the importance of early detection. All of which contributed to the activityโ€™s success.

BAGUIO CITY, June 15, 2026 โ€” Demonstrating its commitment to safeguarding public health through responsive legislation, the Baguio City Council convened a Public Hearing in Aid of Legislation to deliberate on the proposed amendment of the City's HIV Ordinance. The hearing was prompted by the increasing number of HIV cases in the City and underscored the need to strengthen local policies to ensure they remain responsive to the evolving HIV epidemic and aligned with current public health standards.

The proposed amendments aim to incorporate critical provisions that are not fully addressed in the existing ordinance, reinforcing the City's capacity to expand HIV prevention efforts, improve access to testing and treatment services, strengthen care and support systems, and uphold the rights and dignity of persons living with HIV.

Invited as resource persons were Dr. Celiaflor C. Brillantes, City Health Officer, Mr. Darwin F. Babon, Regional Program Manager of the Department of Health, Center for Health Development Cordillera Administrative Region, and Dr. Virgilio Clement Bilalat, Head of the Reproductive Health and Wellness Center (RHWC). The panel presented the current HIV situation in Baguio City, discussed emerging public health challenges, and provided technical recommendations on policy reforms that would enhance the City's HIV response.

Members of the Baguio City Council actively participated in the deliberations, offering recommendations to further strengthen the implementation of existing HIV prevention, testing, treatment, and support programs. The exchange reflected a shared commitment to crafting legislation that is evidence-based, inclusive, and responsive to the needs of the community.

More than a policy reform, the proposed amendment represents an investment in the health, safety, and future of every Baguio resident. A strengthened HIV ordinance will help improve access to life-saving services, encourage early diagnosis, facilitate timely treatment, expand prevention initiatives, and foster an environment where individuals can seek healthcare free from fear, stigma, and discrimination. By establishing a more comprehensive legal framework, the City aims to protect vulnerable populations, empower communities through education and prevention, and reinforce a coordinated response that leaves no one behind.

The Baguio City Reproductive Health and Wellness Center is pleased to announce the successful completion of the Minimum Initial Service Package for Sexual Reproductive Health (MISP-SRH) in Disasters โ€“ Learning Facilitation Course Training by our dedicated staff, own Dr. Clement A. Bilalat (Medical Officer IV), Ms. Patricia Paula L. Hadap, RN (Nurse IV), and Ms. Gayhope A. Alangsab, RN (Nurse II).

Through the Department of Health Cordilleraโ€™s Health Emergency Management Unit, it the training aims to push for a more holistic approach for disaster preparedness and response in the region. During disasters, sexual and reproductive healthcare, especially for women and vulnerable groups, often gets forgotten. Regional Director Amelita Pangilinan explained that the MISP-SRH training is designed to fix this gap. Since the region is one of the most disaster-prone regions around, taking action in the very first hours of a crisis is absolutely critical to saving lives.

The Baguio City Reproductive Health and Wellness Centerโ€™s HIV Case Manager, Mr. Justin Andrei L. Chan, has successfully conducted an HIV 101 lecture for overseas workers and agency staff at the Department of Migrant Workers Cordillera Regional Office.

The session focused on providing our migrant workers and attending agency personnel with critical and accurate information on HIV prevention, importance of testing, and available treatment options. As part of our commitment to the public, this initiative by the DMW ensures our modern-day heroes are equipped to protect their health and well-being before deploying globally, while also breaking down the stigma surrounding HIV.

The lecture was held in line with the DMWโ€™s mandate to uphold and promote the rights, welfare, and overall well-being of Overseas Filipino Workers (OFW) and their families. Likewise, it also serves as a response to the rising public health concerns on prostate cancer and HIV/AIDS emphasizing the need to strengthen preventive and gender-responsive health interventions.

The Baguio City Reproductive Health and Wellness Center is pleased to announce the successful completion of a four-day ๐—›๐—œ๐—ฉ ๐—–๐—ผ๐˜‚๐—ป๐˜€๐—ฒ๐—น๐—ถ๐—ป๐—ด ๐—ฎ๐—ป๐—ฑ ๐—ง๐—ฒ๐˜€๐˜๐—ถ๐—ป๐—ด ๐—ฎ๐—ป๐—ฑ ๐—™๐—ฎ๐—ฐ๐—ถ๐—น๐—ถ๐˜๐˜†/๐—–๐—ผ๐—บ๐—บ๐˜‚๐—ป๐—ถ๐˜๐˜†-๐—ฏ๐—ฎ๐˜€๐—ฒ๐—ฑ ๐—ฆ๐—ฐ๐—ฟ๐—ฒ๐—ฒ๐—ป๐—ถ๐—ป๐—ด by our dedicated data encoder, Mr. Dionisio R. The training, provided by the Department of Health Cordillera, aims to equip and strengthen service providers in delivering HIV-related services at the community level. Sir Dionโ€™s participation is part of our ongoing commitment to strengthening institutional capacity and elevating the standard of public health services provided to our constituents.

Through this, our personnel have further enhanced their competencies in accurate HIV testing, ethical counselling, and standard confidentiality protocols. The RHWC extends its gratitude for the Department of Health Cordillera for this comprehensive training program provided to different personnels across different agencies.
