Family Voice Surrey champions the needs and rights of SEND families in Surrey: families with children or young adults up to the age of 25 who have special educational needs, chronic illnesses, including mental health conditions, or disabilities. Family Voice Surrey's vision is clear: cultivate a diverse and inclusive society where parents and carers feel valued and listened to and all children and

young adults with special educational needs and disabilities (SEND) are supported to reach their full potential. We provide informative guidance to parents and carers of children and young people with additional needs aged 0-25 in Surrey, and shine a light on the challenges that SEND families come up against. We elevate the voices of SEND families, gather and champion parents and carers’ views, and empower them to address assumptions made on behalf of children with additional needs. We represent SEND families in Surrey with authenticity, transparency, and accountability. Together we're stronger; together, we can make a difference. Registered charity number 1175460

SEND Reform – Education Other Than At School (EOTAS) Consultation

The Government has launched a consultation on Education Other Than At School (EOTAS) as part of the wider SEND Reforms. The consultation is open until 18 September 2026, and Family Voice Surrey will be submitting a collective parent carer response based on what you tell us.

We'd also encourage you to complete the Government consultation individually, but we want to make sure our collective response reflects as many Surrey parent carer experiences and views as possible.

As we did for the wider SEND Reform consultation, we've chosen not to complete the Government's consultation form directly. Instead, we'll submit a detailed response by email, allowing us to provide richer feedback and better represent the collective views of Surrey parent carers.

The Government's proposals include:
βœ… Earlier support to help prevent placement breakdowns and long periods out of education, while ensuring EOTAS remains available for children who need it.
βœ… Improving the quality of EOTAS provision so it is safe, high-quality, regularly reviewed, and focused on helping children achieve their goals.
βœ… Clearer responsibility and accountability, including the role of local authorities in overseeing EOTAS arrangements.
βœ… Higher standards for EOTAS providers, including considering national quality standards and how these should be monitored.
βœ… Better support for children with health needs, helping them access education sooner, stay connected to learning during periods of absence, and return to school where appropriate.
βœ… Safer use of online education, with clear expectations for schools and local authorities when using accredited online providers.

✨Referrals open for Waverley Outreach Hub September 2026!✨

Our free community-based sessions support young people aged 7–16 who are struggling to attend, engage, or finding it hard to access community spaces.

With the help of our small animal friends πŸ°πŸ’š, we focus on emotional regulation, confidence and gentle re-engagement.
Sessions will run on a Friday afternoon, starting on Friday 11th September 2026
