ACMOA has written to the Secretary of Health seeking urgent clarification regarding two major digital health procurements awarded under the HIQI Project.
Our concerns relate to:
▪ The award of the Common Registries project to a company that was previously the subject of serious performance concerns and discussions at parliamentary oversight forums.
▪ The award of the HHIMS-related project to a company whose experience in large-scale healthcare software development requires further clarification.
The Ministry of Health is currently investing billions of rupees in digital transformation initiatives. Such investments must be guided by transparency, proper governance, technical due diligence, and value for money.
Our intention is not to obstruct digital transformation, but to ensure that public and donor funds are utilized responsibly and that Sri Lanka's digital health future is built on robust, sustainable, and interoperable systems.
We have requested a detailed explanation of the evaluation and selection process and look forward to the Ministry's response.

Serious concerns have been raised over nearly Rs. 3 billion worth of digital health procurements under the HIQI Project through United Nations Office for Project Services.

A formal complaint has been submitted to the Investigation Division of the Ministry of Health requesting an urgent inquiry into possible duplication of existing Ministry-owned software systems, weak governance oversight, and inefficient use of valuable grant funds.

Sri Lanka already owns advanced digital health platforms and existing PACS systems in major hospitals. Public and donor funds must be used wisely, not for repeated procurement of parallel systems.

We call for:
✅ Immediate suspension of the procurements pending investigation
✅ Independent technical review with support from the Ministry of Digital Economy
✅ Full accountability if irregularities are identified

Digital health must move forward through integration, not fragmentation.

Two months ago, we formally raised serious concerns with the Hon. Minister of Health regarding the increasing incidents of physical, verbal, and online harassment faced by health workers across the country. In that communication, we clearly highlighted the urgent need for a legal framework ensuring zero tolerance for harassment in the healthcare sector.

Another unfortunate incident has now been reported from Kalutara Hospital, once again exposing the vulnerability of doctors and other health staff who continue to serve under challenging and often unsafe conditions.

We reiterate that ensuring the safety, dignity, and mental well-being of healthcare professionals is not optional, it is essential for maintaining a functional and trustworthy health system.

We stand firm in our call for immediate implementation of a zero-tolerance policy and legal safeguards to protect those who dedicate their lives to serving the public.

ACMOA has formally requested the Ministry of Health to revise the fuel quota allocated to doctors.
Many medical officers travel long distances daily to provide essential healthcare services, especially in rural areas. The current allocation is insufficient to meet these needs.
We have proposed either increasing the fuel allowance or introducing a distance-based allocation system to ensure fairness and continuity of healthcare services.
