Congrats to Fort Wayne-based IOI hip and knee surgeon Dr. T. David Luo on achieving an important milestone, board certification!

Dr. Luo is now officially a board-certified orthopedic surgeon after passing the American Board of Orthopaedic Surgery Part II oral exam.

“Board certification represents the culmination of many years of training and countless exams, but also the experiences and people who have shaped me along the way,” Dr. Luo said. “I am especially thankful for the mentors, co-residents, residency/fellowship faculty, colleagues, and partners who have invested in my development as a surgeon. I’m equally grateful to my patients, whose trust and experiences continue to teach me every day.”

He added, “I look forward to continuing to grow as a surgeon, researcher, educator, and advocate for our profession.”

"This week, Indiana Senator Greg Goode,
who represents District 38, including my
hometown of Terre Haute, toured our flagship
Indiana Orthopedic Institute facility in Noblesville.

We talked about the things that actually
keep me up at night.

The CMS 2027 proposed rule cuts physician
reimbursement again, this time trimming
payment to non-participating clinicians by
roughly 1.7 percent, while shifting more dollars
toward hospital systems.

We talked about how hospitals face their own
financial pressure from the assessment tax meant
to offset Medicaid spending.

And we agreed on the one thing that should never
be up for debate: patient access to skilled,
independent physicians has to come first.

But the most meaningful moment wasn't the policy talk.

It was showing Senator Goode the vision for our
next facility, planned for Terre Haute.

A true partnership between IOI, Union Health
and Rose-Hulman Institute of Technology.
Located on Rose-Hulman's Innovation Grove,
physically connected to Rose-Hulman Ventures.

Think about that for a second.
Engineering students studying the biomechanics of hip and knee replacement in a classroom, then walking across a bridge to watch that
exact technology implanted in a real patient,
in real time.

Nowhere else in the world does that exist."
