The City of Redding has secured $1.9 million in grant funding to deliver critical infrastructure and beautification improvements along Oregon Street, continuing the momentum of downtown revitalization while keeping investment and jobs local.

The Oregon Street Improvement Project will take place on Oregon Street between Shasta and Yuba streets, with construction anticipated to begin in early August. The project is funded at 95 percent through grants, significantly reducing costs to local taxpayers.

Planned improvements include completing missing sidewalk segments with curb, gutter, and tie-in paving; enclosing approximately 460 feet of the open Calaboose Creek drainage in a concrete box culvert; installing a mid-block pedestrian crossing with ADA-accessible curb ramps at Butte Street; and adding landscaping, litter abatement, and beautification features through the State’s Clean California program.

“This is another win for the City of Redding,” said Josh Anthony, Assistant Director of Public Works. “Grant funding was secured to address a specific infrastructure need downtown, and we’re leveraging every opportunity available while building strategic partnerships with local non-profits to help meet the requirements needed to secure these funds. Projects like this allow us to improve safety, connectivity, and appearance while stretching local dollars as far as possible.”

Anthony added, “As a reminder, grant funding is highly competitive. If it’s not secured by the City of Redding, those dollars go to another community in California. City staff work extremely hard to apply for these funds, and once they are awarded, they must be used for projects the state has identified as necessary. This project is a great example of how the City works to bring outside investment into the community for improvements that benefit Redding residents.”

The project will also prioritize the use of local contractors JF SHEA, ensuring the economic benefits of construction stay within the Redding community.

In addition to enhancing the look and feel of the corridor, the improvements will deliver important safety, accessibility, and environmental benefits:

🔹A safer pedestrian connection between the Shasta County Courthouse and the juror parking lot

🔹Closure of a critical sidewalk gap with a new ten-foot sidewalk along the east side of Oregon Street

🔹New and improved pedestrian crossings that better connect underserved neighborhoods to nearby businesses, government services, and transit

🔹Enclosure of Calaboose Creek to prevent litter from entering a waterway that supports endangered Chinook salmon downstream

To meet grant requirements for beautification and litter abatement, the City has partnered with a local nonprofit organization, Plantable, under a fully grant-funded contract — further demonstrating a collaborative, cost-effective approach to project delivery.

This investment represents another step in the City’s broader effort to strengthen downtown infrastructure, improve walkability, and create a safer, more welcoming environment for residents, businesses, and visitors while leveraging state dollars to do the heavy lifting.

The project is estimated to be completed by Sunday, November 1, 2026.
