SERN SERN - Italy and Sweden building Europe together.

We aim at developing in a structural manner the relations between local and regional authorities in Sweden and in Italy. The rationale at the basis of the network rests in its horizontal approach to the relations between the two areas through a wide involvement of local actors of the participating local and regional authorities. The objective is therefore to foster an approach to international r

elations that stretches upon a number of policy areas (education, environment, local development and social inclusion) and that involves, together with the local authorities, a broad range of actors like educational institutions, non profit organisations, and other economic actors interested in acquiring new contacts and developing new projects in cooperation with the other members of the network. Over the year, the network developed more than 130 projects at European level and is driving a continuous process of exchange and cooperation between Swedes and Italians. A cooperation that, with the new strategy, will continue in the next seven years towards more inclusive communities, crucial for a sustainable European integration, through services for vulnerable groups, active citizenship and quality education. Communities that are also digitalized with open and efficient public administrations and digital skills for all; that are green and sustainable, focusing on actions to reduce vulnerability to the effects of climate change, to enhance sustainable tourism and smart mobility. SERN counts on a wide variety of contacts among local/regional authorities (and their national associations) in 13 EU countries.

A new Erasmus+ mobility experience is underway within the SERN Network!🌍
Learning from Sweden: New Perspectives on Elderly Care and Housing 🏡

Twelve professionals working in elderly care have travelled to Sweden 🇸🇪 as part of the Erasmus+ Accreditation in Adult Education, representing six member organisations: ASP Città di Bologna, Azienda Pubblica di Servizi alla Persona Carlo Sartori, Asp Rossi Sidoli, Pedemontana Sociale, Comune di Faenza, and ASSB BSB Bolzano.

The mobility focuses on exploring the Swedish elderly care system, with particular attention to innovative housing solutions for seniors and seniors+ 🏡, as well as the use of welfare technology in residential care.💡

A key highlight of the programme is the Sällbo project in Helsingborg — an inspiring co-housing initiative promoting inclusion and intergenerational living.🤝 Participants will have the opportunity to visit the site and engage directly with the project coordinator, gaining valuable insights into its development and impact.

This exchange with Swedish colleagues represents an important step toward strengthening knowledge, fostering collaboration, and transferring innovative practices at the local level. 🔄

LEAF Project Awarded BEST PRACTICE!🌿🏆

We are very proud to announce that our project "LEAF – Learning and engaging for action on biodiversity-friendly SMEs" has been awarded "BEST PRACTICE" by UHR - Universitets- och högskolerådet (Swedish Council for Higher Education) for the quality of its activities and the results achieved.

The project addressed key challenges linked to biodiversity and sustainability, in line with the European Green Deal and the EU Biodiversity Strategy for 2030, by supporting SMEs in adopting practices that contributed positively to biodiversity in industrial areas. 🌍♻️

Through the exchange of good practices, tailored consultancy, and innovative training approaches, LEAF strengthened the capacity of SMEs and municipal professionals to integrate biodiversity into business and environmental planning. 🤝📚

The project also aimed to raise awareness of the role businesses could play in biodiversity conservation and to identify the most relevant training needs in Italy and Sweden. 🇮🇹 🇸🇪

💡Intec Project Steering Group Meeting Successfully Held in Vänersborg, Sweden 🇸🇪

From 15–17 June 2026, partners of the INTEC Erasmus+ Project gathered in Vänersborg, Sweden, for the Steering Group Meeting hosted by the Municipality of Vänersborg.

Over three productive days, project partners reviewed the progress achieved so far, discussed dissemination activities, evaluated sustainability plans, and monitored key quality and result indicators. The meeting also provided an opportunity to align on financial reporting, define shared responsibilities, and plan the final stages of the project.

🤝 The event strengthened collaboration among partners and reinforced our shared commitment to delivering meaningful outcomes and lasting impact through the INTEC project.

A sincere thank you to our Swedish hosts and all participating partners for their valuable contributions, dedication, and teamwork. 🙏

📍 Based in a vibrant local context, the institute includes 6 school complexes: 1 middle school, 2 primary schools, and 3 nursery schools.

🌐 The school stands out for its inclusive educational approach, promoting multilingual learning (English and French as second languages, including Cambridge YLE preparation), as well as hands-on laboratory activities focused on STEM, coding, and digital skills. Welcome Unione Colline Matildiche!✨

We are very excited to welcome Unione Colline Matildiche to the SERN Network!🎉

📍Located in the province of Reggio Emilia, in the Emilia-Romagna region of northern Italy, the Union brings together the municipalities of Albinea, Quattro Castella, and Vezzano sul Crostolo, with its administrative seat in Quattro Castella. The area counts 26,590 inhabitants and represents a dynamic and collaborative local governance model.

🌐The Union holds key competences in social services, information technology, e-government, and personnel management. Notably, citizens aged 50–65 represent the largest demographic group, shaping important policy priorities and community services.

🌍Motivation to join SERN
Unione Colline Matildiche joins SERN with the goal of building a structured framework for long-term international cooperation, fostering connections with both Italian and Swedish members. Through the network, the Union aims to exchange good practices and strengthen its European dimension.

Learning, Experiencing, Improving: Dementia Care Training🛠️in Belgium📍

Mobility activities under SERN’s Erasmus+ accreditation are in full swing, this time in Belgium 🇧🇪 with a training course focused on dementia care.

Seven professionals from ASP PARMA, ASP Città di Bologna, Pedemontana Sociale, ASSB BSB Bolzano, and Azienda Pubblica di Servizi alla Persona Carlo Sartori are taking part in an intensive training on how to address challenging behaviours in daily interactions with people living with dementia. 🫂 🤝
The programme, organised by Expertisecentrum Dementie Paradox in Ghent, also showcases inspiring dementia-friendly initiatives.💡

To kick off the week, participants engaged in an interactive escape game.🧩Through puzzles linked to dementia, they explored the condition from different perspectives, gaining insights that can be transformed into practical approaches within their organisations in Italy. 🇮🇹

📍 Located in the Metropolitan City of Bologna (Emilia-Romagna, Italy), ASP Bologna brings extensive experience in EU-funded programmes such as Horizon 2020, Interreg Central Europe, EUI-IA, FSE+, Erasmus+, and the National Recovery Fund.

🌱 Since 2015, the organisation has been advancing social innovation through initiatives focused on social cohesion, quality of life for seniors and caregivers, gender equality and violence prevention, participatory processes, and cultural welfare.

🤝 ASP Bologna works with a wide range of target groups, including elderly people, migrants and refugees, homeless individuals, and other vulnerable groups.

🌍 ASP Bologna has already worked together with SERN in the WOOH project and in the Erasmus+ Accreditation focused on social services and digitalization.

By joining SERN, ASP aims at improving social, care and community welfare and consequently further strengthening cooperation at regional, European, and international level, both building on ongoing collaborations with the SERN network and creating new opportunities for meaningful partnerships.

Negli ultimi mesi operatori e assistenti sociali dell’Unione della Romagna Faentina hanno partecipato a diverse esperienze di mobilità internazionale, insieme ad altre delegazioni europee, nell’ambito dell’Accreditamento Erasmus+ per l’Educazione degli Adulti del consorzio SERN - Sweden Emilia Romagna Network.

Le attività di job shadowing svolte finora hanno coinvolto professionisti del settore sociale in tre diversi Paesi europei, offrendo occasioni di confronto diretto con servizi, metodologie e modelli organizzativi adottati in altri contesti. In particolare:

🇸🇪 Svezia – Norrköping (marzo 2026)
Gli operatori hanno approfondito il funzionamento dei servizi dedicati ai minori che vivono situazioni di fragilità familiare, con particolare attenzione all’affido e alle strutture di supporto alle famiglie.

🇭🇷 Croazia – Zadar (aprile 2026)
L’esperienza si è concentrata sull’organizzazione del sistema di welfare croato, con focus sui servizi rivolti alle persone anziane e alle persone con disabilità, favorendo il confronto tra modelli di presa in carico e di erogazione dei servizi.

🇵🇹 Portogallo – Coimbra (maggio 2026)
Le delegazioni visitato i servizi gestiti da APCC - Associação de Paralisia Cerebral de Coimbra, approfondendo i temi dell’autonomia abitativa, della vita indipendente e dell’inclusione sociale delle persone con disabilità.

Il percorso prevede altre 2 mobilità internazionali nel mese di giugno.
Queste esperienze rappresentano un’importante opportunità di crescita professionale e di scambio di buone pratiche, contribuendo a rafforzare le competenze degli operatori e a portare sul territorio nuove idee e strumenti per migliorare la qualità dei servizi rivolti ai cittadini.
