We will amplify the VOICES that RISE against policies and practices that allow perpetrators of abuse and violence against those with ID/DD and Autism to act with impunity. Little is heard about abuse and neglect as of people with disabilities and autism. The silence is particularly alarming because people with disabilities are 3 times more likely to be victims of abuse or violence and they are 10

times more likely to receive no justice for the horrific acts against them. Victims are often not believed, nor seen as credible reporters, and due to cognitive or language difficulties their abuse remains underreported, and they are left to be victimized over and over again, sometimes by the same perpetrator. Crimes against people with intellectual and developmental disabilities are more often treated as bureaucratic inconveniences rather than the crimes they are. Voices Raised for Justice (VRFJ) takes a zero tolerance stance for abuse/neglect for individuals with intellectual and developmental disabilities and Autism, especially those who are the most care dependent, those who do not speak with words, those who have multiple co-occurring conditions. This place is settings agnostic -- people should not fear abuse/neglect in any setting such as their home, in a community living arrangement (corporate, provider-owned residence), nursing home, state center, day program, employment site, or even from accessible transportation providers. Everyone who posts on this page should be acting as part of a collective action to seek justice for individuals who have been or are in jeopardy of abuse/neglect. Governor Josh Shapiro shared a letter addressed to Pennsylvanians with disabilities, families, advocates and allies that addresses concerns about community living for people with disabilities.

Today, July 15, 2026, a Code Red is in effect for the City of Philadelphia.

Please check on neighbors, elderly and disabled family members.

During very hot weather, the City can declare a Code Red to protect people who are homeless.

For people who are homeless:

Call the outreach team at (215) 232-1984 if you see someone on the street who needs help.
Call 911 if there’s a medical emergency.

The Philadelphia Department of Public Health has declared a Heat Caution for Wednesday, 7/15, through Thursday, 7/16. During extreme heat, it’s important to check on your neighbors, especially older adults, people with chronic health conditions who are more likely to get sick, and anyone who lives alone. Make sure they have access to air conditioning, are staying hydrated, and know how to call for help if they need it.

Stay Cool

Stay in air conditioning at home or in a cool public space.
Find the hours of a Free Library location near you.
For free or discounted indoor activities, visit www.art-reach.org or call (267) 515-6720.
The hottest part of the day is from about 11 a.m. to 4 p.m.; try to stay out of the sun and avoid strenuous activities, if possible.
Stay hydrated. Drink water or fruit juice even if you don’t feel thirsty.
If you are hot and don’t feel well, call a doctor. Call 911 if you think someone is having an emergency.
